Bashdar S. Mawlud

Director of Educational Plannig at the Ministry of Education of Kurdistan Region

As the Director of Educational Planning at the Ministry of Education of the Kurdistan Region, he has a solid academic background, holding a B.A. in Translation from Salahaddin University and an M.A. in Educational Planning and Management from the International Institute of Educational Planning and Management (IIEP) in Paris. His career in education began as an Education Officer in the Planning Department from 2011 to 2015, where he gained valuable experience in educational administration. Following this, he served as the Director of Follow-up from 2015 to 2016, demonstrating his ability to oversee and enhance educational initiatives. Since 2017, he has been the Director of Educational Planning and the Focal Point between National and International Organizations and the Ministry of Education, ensuring effective collaboration and planning at both national and international levels.


His responsibilities since 2013 have included providing education to refugees and internally displaced persons (IDPs) in the Kurdistan Region, addressing the educational needs of these vulnerable populations. He has been instrumental in coordinating with education partners to offer access to education for IDPs and refugees since 2012. His role has required a deep understanding of the complexities involved in educational planning and management during emergencies, and he has successfully navigated these challenges through effective partnerships and strategic planning. His commitment to ensuring that every child receives quality education, regardless of their circumstances, highlights his dedication to his role.


In addition to his primary responsibilities, he has participated in numerous international training sessions focusing on Planning, Data Management, Data Analysis, and Education in Emergencies. These training sessions have equipped him with advanced skills and knowledge, enabling him to manage educational projects more effectively. He has collaborated with many national and international NGOs, leveraging their expertise to enhance educational outcomes. Furthermore, within the Ministry of Education, he has also served as the Director of Monitoring and Evaluation (M&E), where he has overseen the assessment and improvement of educational programs, ensuring they meet the highest standards. Additionally, he has been a member of the steering committee for national and international student assessments, further contributing to the development and evaluation of educational standards and practices in the region.
